Robert Efford - President and CEO
Robert joined Embassy in early 2016 as President, and as of March 2, 2017 accepted the position of CEO. During his short tenure, Robert has built a strong leadership team and accelerated growth across the Embassy Group of Companies, operating as Aacres, SL Start, Aspire Human Services, Imagine Behavioral, and Integrated Developmental Services. Prior to joining Embassy, Robert was Vice President of Operations for the Mentor Network, where he was responsible for operations in California, Arizona, Oregon and Nevada. Robert’s experience in operations leadership includes State Director for MENTOR Oregon where he led state expansion of residential, foster and day programs into rural and underserved regions; California MENTOR as its Senior Executive Director, spearheading initiatives that led to statewide expansion of Adult Foster Care known as California Family Home Agency, and day program expansion statewide under the brand Cole Vocational. Robert began his career in the human services field with Villa Esperanza Services in Pasadena, California, first as a direct support, job coach, job developer and ultimately Director of Vocational Services in Los Angeles County. Prior to Robert’s accidental detour into human services, he was a development executive with The Walt Disney Company. Robert holds an honors degree from Pepperdine University, and completed graduate studies in rehabilitation leadership through the University of Wisconsin.
Michelle Weaver - Chief Operating Officer
Since joining the organization in 1998, Michelle has successfully served in a variety of leadership roles and has a strong background in operations, policy and systems development, strategic planning, legislative advocacy, organic growth, and mergers and acquisitions. Michelle holds a B.S. in Chemical Engineering from Virginia Tech. Prior to joining the Embassy companies, she worked in the chemical industry for Eastman Chemical Company. Michelle is passionate about ensuring each person has the opportunity to live, work, and contribute in their local community.
Jason Sorge, MBA - Chief Financial Officer
Jason joined Embassy Management in 2012 as the Director of Financial Planning and Analysis. In the spring of 2018 he was promoted to Chief Financial Officer. He is responsible for the planning, analysis, and internal reporting functions for all of the Embassy group of companies. Before joining the Embassy group of companies, Jason amassed nearly 20 years of finance and accounting experience across the banking and technology industries with a focus on corporate finance and financial modeling, budgeting, risk management, and reporting.
Jason has a B. S. in Finance from the University of Idaho and an MBA from the University of Notre Dame.
JohnPaul Parraga, M.A.,CMHC - Chief Quality Officer
JohnPaul joined Embassy from Louisville, Kentucky-based Rescare, where he held the position of Regional Director of Quality Assurance overseeing quality assurance and improvement across ten states in the southwest. As a biographical snapshot, JohnPaul was born in the port city of Manta, Ecuador. At the age of 15, he moved to New York and spent the rest of his youth enjoying the excitement of an american metropolitan area. JohnPaul has a B.S. in Psychology and M.A. in Mental Health Counseling. He began his career working in a mental health hospital in Utah working with young children. Soon after, he began doing work as an in-home family preservation worker, and became a supervisor. Upon graduating with his masters in counseling, he worked as a therapist for various agencies specializing in behavioral management, addictions, sex offender and trauma treatment. Looking for advancement, he held several promotional positions working as director of clinical services with two large residential facilities, where he developed trauma sensitive programs and addiction services. Ultimately becoming Regional Director of Quality at Rescare, he supported quality oversight of ten states for Rescare.
Michael M. Hailye - Chief Information Officer
Chief Information Officer for the Embassy Management group of companies. Providing behavioral support for persons with intellectual developmental disabilities, autism, employment services, and traumatic brain injury. Leading the Technology team and collaborating closely will Business units to establish strategy, business integration, and data management, and innovation. Focus on data management and business intelligence, as well as user design and adoption of enterprise applications. Former Chief Information Officer of Phoenix House, Inc. a nonprofit healthcare organization helping people recover from substance abuse and mental health diseases. Responsible for all aspects of Technology, including strategy, business alignment, organization and staffing, vendor relationships, and implementation and operations (2008 to 2015). Prior positions include: Senior Manager at Ernst & Young IT, leading their New York IT Effectiveness advisory services practice; Senior Consultant at Arthur Anderson’s Technology Risk Services practice, NYC. Served four years as a commissioned officer in the United States Air Force. Earned a Bachelor’s degree in Aeronautical Engineering from Rensselaer Polytechnic Institute, and a Master’s degree in Aerospace Engineering from the University of Michigan.
Araceli Cabarcas, PsyD - Chief Clinical Officer of Residential ServicesLicensed Psychologist in California
Licensed MFT in California and Washington
Dr. Cabarcas joined the Embassy Group of Companies in the fall of 2016 with over 20 years of clinical experience; she was our WA/ID Clinical Director and was promoted to Chief Clinical Officer of Residential Services in May 2017. She brings a wide range of expertise and holds several licenses in the states we serve clients. She has served clients who have co-occurring disorders and ID/DD in both outpatient and inpatient settings. After completing her Doctorate in 2010, Dr. Cabarcas gained training in neuropsychological testing at an Alaskan tribal hospital. She obtained well-rounded training in both forensic psychological work and trauma-informed care. She completed a year of post-doc hours at the Mentally Ill and Dangerous program in Minnesota supporting individuals who were returning to community living after stabilization. Dr. Cabarcas returned to working with sexual offenders in 2 civil commitment programs (the largest in the country in Minnesota and the only one on an island in Washington). As part of the strategic team, Dr. Cabarcas oversees all clinical/behavioral supports across all of our children’s and adult residential programs to include hiring, oversight, and training of behaviorists/mental health clinicians within our residential services, initial and ongoing triage/risk assessment of supported individuals, crisis intervention, development and update of our clinical systems, policies, and procedures, tracking key behavioral indicators/outcomes, and special projects. Her dedication to person-centered planning and excellence makes her an ideal fit for providing clinical oversight across all our residential services in Nevada, Washington, Idaho, and California.
Michelle Carbon, MAcc, JD - Vice President of Business Operations and In-House Counsel
Michelle graduated from Gonzaga University with a joint degree in Masters of Accountancy / Jurisdoctorate in 2007. She was sworn in to practice law in the State of Washington in November 2007. After an early career post-graduate school as a Controller in the mining industry, she decided (wisely) to do something completely different and we were lucky enough to interest her in a new career. In March 2013 she joined Embassy Management overseeing complex cost reporting to Idaho and Washington. One thing led to another and she soon became the go-to partner for payer contracts, landlord tenant leases, insurance, housing and other corporate legal support. This led to her involvement strategically in resolving our housing gaps in 2017, where we were able to "say yes" to over a hundred individuals who otherwise would not have a home had it not been for Michelle's extraordinary work in negotiating with investors to secure housing stock. Likewise, she has been a wise sage in strategic decisions, and we anticipate that in her new role she will have an even greater voice as we steer the company to safer waters through risk and cost reduction, and chart the next chapter of growth and diversity of services.
Errin Sullivan - Vice President of Human Resources
Errin joined Embassy in March 2017 after fourteen years in senior human resources leadership at Macy’s department stores, overseeing 21 locations and several thousand employees across the Northwest. Errin oversees Embassy’s critically important 2017 talent management initiatives across all our programs and services, including reinventing our new employee experience, hiring for success, training for excellence, and engaging for retention. With her vast experience in the Northwest labor market, her success in both customer and staff satisfaction outcomes, and collaborative efforts with operations leaders to execute and sustain overall results, Errin will help us deliver on our ambitious Strategic Plan for 2017 and beyond.
Lisa Roberts - EVP of Operations and Workforce Services
Since 1991, Lisa has dedicated her career to improving the lives of individuals. Lisa held various positions in state government before joining our team in 2009. For more than 20 years, Lisa has focused on Workforce policy, program and process that assists individuals in finding and maintaining competitive employment. She has successfully provided overall project management for complex projects in multiple states including QA measurements, reporting responsibilities, and exceeding required performance metrics. Lisa’s expertise with TANF and SNAP programs, combined with her proven success with Employment and Training process and system design, has helped thousands of individuals start and keep new jobs, ensured various states meet federal participation requirements and ultimately assists individuals and families in becoming self-sufficient. Lisa is a confident leader with demonstrated abilities in Transformational Leadership Principles and has successfully led teams throughout our organization to reach a higher level of accomplishment.
Kendra Ellis - Executive Director - Washington, Idaho, Oregon
Kendra Ellis is a professional leader with over ten years of experience as an integral member of senior management teams. As a leader, Kendra is known for being accomplishment driven with a proven history of working with teams to align systems and achieve integration. She operates with a focus on organic growth and has partnered with stakeholders to develop policies and design innovative services. In her six years with the organization, she has held a variety of roles and provided support for operations in multiple states. Kendra entered the human service field with a passion for advocating for adults and children with developmental and intellectual disabilities. She fulfills this mission through her leadership and oversight of teams in multiple locations as well as through legislative advocacy on a local, state and national scale. Throughout her career, she has remained focused on the service needs of each person as a unique individual. Kendra is a native to the Pacific Northwest and has had the opportunity to reside in multiple cities throughout Washington and Idaho; she currently calls Seattle, Washington home.
HARVEY SCHMITZ – DIRECTOR OF FINANCE, CORPORATE CONTROLLER
Harvey joined Embassy Management in 2014 and has been the Director of finance – Corporate Controller since July 2015. He has financial experience with multi-state and global enterprises in service, telecommunications, energy and public accounting. Harvey moved to Spokane WA from St. Paul MN where he was most recently Assistant Controller for Merrill Communications, LLC, a global provider of outsourced solutions for complex business communications and information management. Prior to Merrill Corporation, he held positions of Controller for SoftBrands, Inc. a publicly held global provider of software services, Director of Corporate Accounting at NRG Energy, a publicly held operator and owner of deregulated power facilities, various financial leadership roles with ADC Telecommunications, a publicly held provider of broadband communications solutions and over 11 years of experience in public accounting as CPA, primarily with “Big 4” legacy firms of Touche Ross and Price Waterhouse. He holds bachelor of business administration degree in accounting from the University of Wisconsin-Whitewater.
CORINDA HOWE, PHR- Director of Human Resources
Corinda joined Embassy Management in September 2015 as the Director of Recruitment. Prior to joining Embassy, Corinda lead the Spokane branch of Robert Half International, overseeing a team of staffing and recruitment professionals. Prior to that, she managed the full-cycle recruitment of all retail store, professional administrative and workforce development staff at the Goodwill of the Olympics and Rainier Region. Corinda obtained her B.A. in Communication from Washington State University and recently earned her PHR certification. She has served for 4 years on the Inland Northwest Society for Human Resource Management (INSHRM) and is currently the Diversity Director. Corinda is dedicated to leading a team of high performing, customer service focused and result driven recruiters to deliver an exceptional staffing solution for the organization.
